  * New maintainer, bring libzstd under the RPM packaging team's umbrella.

  * Catch up with a renamed Lintian tag in an override.
  * Correct the upstream copyright years.
  * Add a trivial git-buildpackage config file.
  * New upstream release:
    - update the upstream copyright years
